Short answer: File a written complaint with the workplace’s internal committee first; if the workplace lacks one, file with the Chief District Officer (CDO).
The steps and what to keep.
- Document — dates, times, places, words, witnesses. Write everything down within 24 hours.
- Internal committee — every workplace with 10+ employees is required to have one. Submit the written complaint to the committee.
- CDO — if no committee exists, or the committee is conflicted, file at the CDO.
- Penalties — up to six months imprisonment and up to NPR 50,000 fine on the harasser; protections for the complainant against retaliation.
Law vs practice. Most informal-sector workers (agricultural, domestic, unregistered construction) fall outside the Act’s reach — different routes apply for them.
